Criterion Systems Inc Senior Business Operations Manager in Washington, District Of Columbia

We are seeking a Business Operations Manager to support a?fully funded contract in?Washington, DC.

This person will support our National Nuclear Security Administration (NNSA) customer and be a part of our Cyber Security team. The Business Operation Manager is responsible to support the Program Manager (PM) in all PM duties, including serving in the role as Acting PM, for any reason. The Business Operation Manager is responsible for the timely execution, management and reporting of multiple complex engineering projects, procurements, renewals, and subcontractor management. These specifically designated high-priority projects directly support a Federal customer's cybersecurity capability implementation efforts. Working through a combination of on-site at the Federal offices in Washington DC, telework, and periodic visits to stakeholder locations across the Federal enterprise, this position will have regular direct interface with the Senior Federal OCIO staff as well as Criterion's Cybersecurity Program Manager. The Business Operational Manager is responsible for translating mission requirements into program business operations and providing collaborative communications to further build the relationship with the Federal customer and maintain/improve relationships with manufacturers and Value-Added Resellers (VARs) for ongoing/future procurements. Exercises clear, concise written communications; in collaboration with technical leads, construct and provide compelling mission-related justifications for procurements.

The Business Operation Managers duties are extensive and include every aspect of program performance: operations - for customer mission success; financial - for corporate business success; personnel - for each employees career growth/success.

Duties, Tasks and Responsibilities

  • Responsible for overall contractor performance and financials on the Task Order.
  • Organize, direct, and manage Task Order operations involving multiple, complex and inter-related project tasks.
  • Management and Leadership for Team Managers of Task Order support personnel at multiple locations.
  • Plan, execute, and close multiple projects concurrently while meeting or exceeding customer cybersecurity technology objectives.
  • Create clear and attainable project objectives, build and document project requirements, and manage constraints of cost, time, scope, and quality.
  • Organization of project teams, assigning individual responsibilities, developing project schedules, and determining resource requirements.
  • Monitoring and reporting on the status of projects including cost, timing, staffing, key performance indicators and progress reporting.
  • Activities include planning, organizing, and controlling resources/processes to achieve project objectives within scope, time, quality, and budget constraints
  • Ensuring adherence to internal and external regulatory standards and requirements (i.e. export control)
  • Identifying/resolving obstacles to completing projects/initiatives on time and to budget; May include work managing multiple, interrelated projects (including business transformation projects)
  • Follows CPSR Audit requirements, Price Analysis Techniques, Costpoint Purchasing System, Word Processing and Electronic Spreadsheets.
  • Integrating supplier tasks into the project plan and tracking and reviewing supplier deliverables.
  • Document and manage the Task Order ODC purchasing process.
  • Brief OCIO executive leadership on all projects, to include status and issues.
  • Collaborate closely with the Senior Cybersecurity Architects and architecture team to meet Architecture time-linesand objectives.
  • Meet with operational customer and contractor personnel to formulate and review task plans and deliverable items.
  • Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
  • Responsible for the technical integrity of work performed and deliverable quality and timeliness.
  • Assess viability of new products to meet the customers high-level Cybersecurity capability gaps or customer priorities.
  • Provide oversight of the application of systems engineering and integration process rigor to ensure all deliverables and products are fully aligned with and meet the customers cybersecurity requirements.
  • Support and participate in the conceptualization and development of technology policy, methodologies, models, techniques and strategies.
  • Closely coordinate and communicate with subcontractor program management personnel to ensure program success.
  • Closely coordinate and communicate with corporate support functions as necessary to ensure program success.
  • Minimum 25% travel required.

Required Experience, Education, Skills and Technologies

  • US Citizenship Required.
  • Minimum 7 years relevant experience leading teams/organizations of increasing size complexity, including at least 2 years of leading teams/organizations of at least 75 people.
  • Obtain PMI PMP certification within 6 months of hire.
  • An active TS or Q clearance is required.

Education:

  • Bachelors Degree in a Science, Technology, Engineering or Mathematics discipline (Additional work experience beyond minimum listed below can be substituted for a degree: each year of related experience is the equivalent to a year of full-time bachelor degree studies.)

Security Clearance Level

  • An active TS or Q clearance is required.

Preferred Skills:

  • Masters Degree preferred.
  • 7 years relevant experience leading teams/organizations of increasing size complexity, including at least 2 years of leading teams/organizations of up to 120+ people preferred.
  • Current PMI PMP certification preferred.
  • Current ICS2 CISSP certification or equivalent preferred.
