Defense Finance and Accounting Service FINANCIAL MANAGEMENT ANALYST in United States

Summary Who may apply: Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities Provides financial management services, project management and operational remediation work for the mission area. Monitors performance measurement and financial management information indicators for assessing the operational health of the audit readiness of the organization and the accounts managed. Applies knowledge of project management concepts, principles, analytical and evaluative methods and practices in order to evaluate the project management maturity of key DFAS initiatives. Interprets audit findings and drills down into the processes and analyzes the corresponding regulations and the impacts to auditable processes of implemented changes. Analyzes policy changes to regulations directing respective functional area key processes and the impacts to auditable processes, which are the result of policy, procedural, and/or system weaknesses. The duties, described above, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized experience is defined as: researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. GS-12 Specialized experience is defined as: applying financial management principles, theories, procedures, and applications to analyze financial operations; participating in enterprise wide audit readiness initiatives by identifying internal control standards, control objectives, risks, and deficiencies in financial policies, procedures, operations or systems; and, recommend solutions to financial management problems to enhance the validity, accuracy and integrity of financial processes, data and statements. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service to be eligible for GS-11. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service to be eligible for GS-12. Education GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level. Additional Information Moving expenses may be paid. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
