The Behavioral Health and Recovery Services (BHRS) division of San Mateo County Health seeks a psychiatrist to serve as Adult Psychiatrist with Central County Mental Health Clinic and Associate Director of Psychiatric Residency Training. This is a full-time position.

BHRS operates one of the only community-based psychiatric residency programs in California through an affiliation with San Mateo Medical Center. The Training Program currently has 16 Residents (4 PGY-I; 4 PGY-II; 4 PGY-III, and 4-PGY-IV) and has been a component of the public sector behavioral health system in San Mateo County for decades. This award-winning residency training program is a national leader, offering a comprehensive psychiatry residency program with an emphasis on community psychiatry. We aim to graduate psychiatrists who excel in psychiatric knowledge and clinical skills while also making a deep impact on the lives of our patients, our system of care, and the field of psychiatry.

The Associate Director of Psychiatric Residency Training will assist the Director of Psychiatric Residency Training of BHRS in all activities related to the San Mateo Psychiatric Residency Program including: program administration and operations; clinical teaching and scholarly activity; resident recruitment and selection, including recruitment of diverse residents from groups underrepresented in medicine; resident evaluation and promotion; supervision and education of residents in clinical contexts and oversight of faculty teaching residents; submission of accurate and complete information as required and requested by the Designated Institutional Official (DIO), Graduate Medical Education Committee (GMEC), and American College of Graduate Medical Education (ACGME); ensuring the program’s compliance with BHRS and ACGME policies and procedures. The Associate Program Director also engages in direct clinical care, serving as a professional role model for high quality patient care.

The Associate Program Director will have approximately 40% dedicated to teaching and residency related activities and approximately 60% time providing psychiatric care at the Central County Mental Health Clinic, located in San Mateo, California, working with adult BHRS clients with severe mental illness and substance use disorders.

BHRS offers the opportunity to practice state-of-the-art psychiatry without third party intrusions, the ability to work with a diverse client group with severe mental illness, and the chance to participate in an interdisciplinary team model. BHRS uses evidence-based treatment approaches in our system of care services, while seeking continuing improvement and development in the areas of cultural competence, integrated services for individuals with co-occurring mental health and substance use problems, and supportive housing. Our achievements reflect the work of dedicated staff as well as the valuable input of mental health system partners--criminal justice and human services agencies, private providers and contract agencies, Mental Health and Substance Abuse Commission members, families, and consumers.

The successful candidate will strive for excellence and innovation in residency education and will demonstrate an understanding of the social determinants of health and health disparities with an ability to incorporate this into the design and implementation of the program curriculum. In addition to the psychiatry residency program, there may be opportunities to participate in educational activities related to the Stanford University-San Mateo County Community Child Psychiatry Fellowship, UCSF Public Psychiatry Fellowship, and the BHRS Forensic Psychiatry Fellowship.

BHRS of San Mateo County, located next to San Francisco, operates or regulates all public sector mental health, substance abuse, and behavioral health services in the County. BHRS is a nationally recognized leader in trauma-informed community mental health services, with a core commitment to justice, equity, diversity, and inclusion as guiding principles by which we continuously evaluate and develop our system of care. We have a significant, long-standing institutional dedication of both staff and resources to realizing these core goals of our clients, their families, and our BHRS staff. BHRS has five regional clinics along with specialty clinical teams to support child and adolescents, transitional age youth, older adults, and BHRS clients with intellectual and developmental disabilities.

The Ideal Candidate is Board Certified in Adult Psychiatry and has at least one year of experience supervising psychiatrists and/or psychiatry residents, as well as a keen interest in graduate medical education, American College of Graduate Medical Education (ACGME) accreditation, and policy and planning around behavioral health issues. Must have or be eligible for a medical license in the state of California. Excellent organizational, clinical, interpersonal, and leadership skills are essential.

Excellent Benefits Package

The position offers a competitive salary and an excellent benefits package which includes County funded malpractice insurance, pension plans and health benefits for retirees, 5% match into deferred comp, reimbursement of professional dues and expenses (up to $3,000/year), an additional 5% increase in salary for each qualifying Board certification up to two (2) Boards, administrative leave time at 5 hours per pay period up to 260 hours (this is prorated for part time employees) that can be used as time off or cashed out up to 50%, three days of Winter Recess (24 total hours) leave time, and a wellness program, including exercise classes, worksite massage, and an onsite gym. BHRS positions include a hybrid model of remote work, which may continue in the future.

Examples Of Duties

Duties may include but are not limited to the following:

  • Assume the duties of the Program Director in their absence.

  • Active participation in resident recruitment process.

  • Act as a teacher, supervisor, and mentor to Psychiatry Residents.

  • Act as the physician leader on the Institutional Review Board (IRB) Committee and development of sustainable IRB process in support of resident and faculty research opportunities.

  • Assist residents and faculty in developing ongoing scholarly activity, by increasing interest in such activities, decreasing structural or competency barriers to these activities, and shepherding this process from initial stages through to final completion of projects.

  • Assist the Program Director and Program Coordinator, in collaboration with the Residency Program Coordinator, the BHRS Medical Director, BHRS Deputy Medical Director, Designated Institutional Official, in support of the psychiatry residency program.

  • Assist in all aspects of ensuring the program’s compliance with BHRS and ACGME policies and procedures.

  • Conduct psychiatric assessments and make diagnoses.

  • Prescribe appropriate treatment plans and prescribe therapy, psychotherapy, rehabilitation programs, and medications as needed.

  • Medication management, including Medication for Addiction Treatment (MAT) as needed.

  • Act as physician member of a multi-disciplinary team for clinical work or program development.

  • Maintain electronic records of diagnosis, treatment and prognosis according to BHRS standards and other regulatory agencies.

  • Establish and maintain effective working relationships with patients, their families, staff and others.

  • Learn and apply laws, statutes, codes and regulations governing California health service providers, HIPAA, JCAHO and other regulatory requirements.

  • Provide clinical supervision and didactic education to psychiatry residents.

  • Participate in BHRS Quality Improvement activities.

  • Other duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Board Certification or completion of an accredited psychiatric residency program.

Licensure/Certification:

  • License to practice medicine or osteopathy in the State of California.

  • Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

  • Current developments, trends and research in the field of medicine and psychiatry.

  • Basic understanding of clinical supervisory principles and practices.

  • Pharmacology and psychopharmacology including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects.

  • Proper documentation of clinical services.

  • General Medicine and its relationship to psychiatry.

  • Current techniques and dynamics of individual, couple, family and group psychotherapy.

  • Chemical dependency and abuse and its relationship to psychiatry.

  • Psychiatric principles and practices.

  • Community mental health practice and program options.
