Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. In order to assure all interested employees are considered, candidates are solicited annually through a Continuous Vacancy Announcement - Hourly Jobs (Bid List) identifying those jobs and duty locations, for which they wish to be considered. Responsibilities As an Electrical Utility Materials Handler, you will: Receiving: Unload trucks, railcars, etc. Uncrate, identify and verify a wide variety of materials, equipment, technical components and commodities Assign receiving classifications Compare contract documents and bills of lading against materials received using a variety of resources to verify order accuracy Report discrepancies Storage: Store items as designated Use computer to determine stock locations and make selections by quantity and stock numbers Maintain and check on condition of stock Have knowledge of general warehouse layout, item identification codes, basic warehouse procedures and storage areas to place or pull stock/materials in accordance with standard procedures Stock, move, arrange and rotate warehouse items in accordance with operating instructions or under guidance of a higher level employee Complete appropriate forms relating to stock description, quantity, unit of issue and labeling requirements for incoming and outgoing materials, equipment and commodities Inspect, fabricate, repair and install storage and shipping items (ex: small crates, pallets and storage bins) using wood, wood composites and substitutes, steel bracing or other appropriate materials Issuing and Shipping: Fill orders from stock and purchases, verifying accuracy, prepare shipping documents, prepare items (including delicate precision instruments and test equipment) for shipment; load trucks, railcars, etc. Use material handling equipment such as pallet jacks, dollies, and electric lifts to position and/or transport materials prior to and after packing Operate computers, readers, and scanners to input and retrieve information from the supply system regarding packing requirements, storage conditions and locations, and to create labels that contain necessary shipping and storage information In some work situations, assist other material handlers in packing and processing hazardous materials Inventory: Take inventory of stock equipment, instruments, and tools Validate, count, compute and record stock; report discrepancies to supervisor Work closely with Supply Management Specialist, analyzing, evaluating, revising, or developing new inventory management systems. Salvage Materials: Receive and inspect a variety of materials (equipment, parts, machinery and commodities) from the Transmission System for return or disposal; for acceptance into or removal from the Supply Chain System Compare data relating to item characteristics, descriptions, conditions and quantities against accompanying documents. Note discrepancies and ensure internal paperwork is complete and routed through proper channels of communication. Disassemble, drain, and process equipment, and parts scheduled for scrap to recycle materials and components according to procedure. Work closely with contract representatives to ensure proper budgetary coding and credit of Work Orders and cost centers for returns, issue to outside sales, or scrap. Ordering: Know how to order replacement equipment and material Make telephone inquiries concerning material Know where to find costs and delivery dates of pending orders, when needed. Verify orders and keep all necessary records. Housekeeping: Maintain work areas in a professional manner Identify and immediately correct or notify - supervisor and fellow employees - of all unsafe warehouse conditions. Ensure proper notification of any unsafe conditions that cannot be immediately resolved. Inspection and Repair: Inspect and perform operational tests and routine checking and assembly; test tools and equipment, arrange for repair of tools and equipment. Maintain stock in good condition; obtain service or recommend disposal of items determined to be unserviceable, uneconomical to repair or unneeded. Excessing Property: Assists in excessing of property to be reutilized by other government agencies or sold to public. Requirements Conditions of Employment After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Note: Employees may work in close proximity to substances, such as asbestos, acids, PCB's, pesticides, mercury, solvents, etc., which may have effect on health unless prescribed handling procedures are followed Subject to call for emergency work at any time. Required to possess a valid state driver's license and obtain a U.S. Government Motor Vehicle Authorization or obtain one within 30 days after appointment. Traffic citations indicating poor driving habits may disqualify applicants. Able to obtain non-electrical worker permit if required Within one year after appointment be certified for First Aid and CPR provided by BPA and maintain certification thereafter. Must pass onsite material handling equipment certification including but not limited to: pickup, flatbed, van-type truck, forklift, overhead crane, and platform lifts which may operate in narrow and constricted warehouses aisles Able to be fitted for (must be clean shaven) and able to wear protective apparel such as respirators when required for worker safety. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. WORKING CONDITIONS: Work is performed indoors and outdoors in areas that may be hot, damp, cold, drafty, wet, muddy, or poorly lit. Requires ability to work outside in all weather conditions. Requires working at heights such as from scaffolding, motorized buckets, and ladders on occasion. Can require travel to remote sites. Occasional work in field areas along transmission corridors where work areas are exposed to sloping ground, drop off and other natural conditions existing in primitive outdoor settings. Frequent exposure to hazards typical of working around machinery with moving parts. Occasionally work will include high noise levels or exposure to hazardous substances (asbestos, acids, PCB's, pesticides, mercury, solvents, etc.) that could pose a health risk if precautions are not followed and proper Personal Protective Equipment (PPE) is not worn. Material Safety Data Sheets (MSDS) are available. Required to wear various levels of PPE (hearing protection, respiratory protection, hard hats, protective clothing and gloves, safety glasses; knee pads if required, safety harnesses, dielectric boots, insulated rubber or leather gloves). Proper respiratory apparatus and protective apparel shall be worn when hazardous substances are being handled. PHYSICAL CONDITIONS: Incumbent must be physically and mentally able to efficiently perform the essential duties of the position, with or without reasonable accommodation, without hazard to themselves or others.
