In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

The Child Welfare Instructional Design Specialist is a unique role within the Child Welfare Training Academy that brings together child welfare curriculum, design, instructional design tools and best practices, to provide project management and development on collaborative projects. This position will assist in learner support, internal strategic support and training as needed, and provide technical course design and development within the learning management system team. Responsibilities include:

  • Provide project management on collaborative projects and course implementation to meet legislative training mandates and goals.

  • Provide technical course design and development within the learning management system to support LMS capacity and course implementation.

  • Provide strategic support, peer mentoring, and internal training for the learning management system technical administration activities.

  • Research, develop, implement, and refine educational technology training standards and procedures for the training Academy.

  • Lead, plan, develop and/or coordinate special projects as the need is determined or as assigned.

This DHS position is located within the Child Welfare Training Academy, a partnership with the University of Minnesota. This position operates within a hybrid work schedule, working in person out of our Training Academy offices in Roseville, MN two days a week and telework 3 days a week. This is an exciting opportunity to support diverse teams carrying out meaningful work with county and Tribal agencies across the state, while fostering and taking part in a fun, engaged and inspired team culture as well.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.

Three years of professional experience in designing, developing, managing and delivering classroom and technology-based trainings for adult learners demonstrating the following:

  • Experience in course design including user experience design, instructional design and/or curriculum development for adult learners.

  • Experience supporting the user experience within learning management system processes.

  • Experience managing projects through completion; developing project work plans to coordinate a common goal, process, or project.

  • Experience using learning management systems, including Canvas.

  • Knowledge of technology supports to ensure the right kind of support is available for any eLearning created/delivered.

  • Knowledge of Community of Practice / User Group methodologies sufficient to participate and or lead small practice/user groups.

  • Experience working with diverse partners, teams and/or communities.

*A Bachelor’s degree or higher in social work, educational technology or human services related field may substitute for 1 year of experience.

Preferred Qualifications

  • Experience researching, testing, and documenting procedures for successful course delivery.

  • Experience working with in child welfare or human services agencies.

  • Experience with child welfare best practices and policies.

  • Experience in workforce development; training and facilitation of adult learners.

  • Knowledge of Minnesota Child Welfare Practice Model and workforce competencies.

  • Excellent communication skills to foster partnerships and support projects across child welfare related fields.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • A Masters and/or Bachelor’s degree or higher in social work, educational technology or human services related field.
