Description

SUMMARY:The Human Resources Generalist is directly responsible for the daily administration and coordination of the human resource function of the Urban League of Rochester and Affiliates. This position is the agency’s main liaison with all stakeholders related to personnel, payroll, and benefits administration, including but not limited to employees, consultants, outsourcing services companies, government agencies, and benefits providers.

RESPONSIBILITIES:

  1. Serve as central point of contact for human resources and related functions, including payroll consultants, benefits broker, and carriers.

  2. Maintain knowledge of ULR policies and applicable federal and laws and regulations to ensure compliance.

  3. Function as the agency’s human resources management system (HRIS) administration subject matter expert, including standard processes, procedures, and utilization.

  4. Configure and implement the HRIS to meet internal and client/vendor/consultant needs, including creating custom fields, reports, and workflows.

  5. Provide training and support to staff on HRIS functionality requirements and best practices.

  6. Adhere to, and ensure adherence by others, standard recruiting and placement practices and procedures.

  7. Support ULR leaders to recruit and screen job applicants, recommend placements to appropriate department directors, and maintain central applicant files in the HRIS system.

  8. Administer all ULR pre-employment background checks.

  9. Create, schedule, and conduct new hire orientation on initial day of employment.

  10. Process and monitor NYS Disability/Workers Compensation.

  11. Process and monitor unemployment claims and attend hearings, when needed.

  12. Maintain a compliant employee handbook and coordinate the annual update process.

  13. Maintain official personnel records in the HRIS system.

  14. Create and/or maintain current job descriptions for all positions.

  15. Participate in the process to evaluate staff benefits plan and salary structure, making change recommendations as appropriate.

  16. Respond to external surveys regarding salary ranges, benefits, and personnel practices.

  17. Assist with coordinating the performance appraisal process and recommend necessary changes.

  18. Conduct exit interviews with all voluntary terminating employees prior to their last day of work and ensure termination paperwork is completed.

  19. Coordinate timely internal document approvals related to new hires, employee benefits, job changes, salary increases, terminations, and other documentation related to human resources functions.

  20. Review timecards for semi-monthly payroll for ULR and affiliate’s approximately 95+ employees to ensure approvals are submitted in a timely manner.

  21. Review bi-weekly payroll timecards for all students and submit program participants stipends to payroll provider.

  22. Monitor time off request submissions to ensure staff are properly recording within the time and attendance system for payroll processing.

  23. Communicate non-standard, corrections, and/or errors in payroll processing to employees in a timely manner.

  24. Prepare HRIS reporting, as required for the CFO, Accounting Manager / VP of Finance, and General Management.

  25. Prepare and submit employee personal records and reports, such as 401k, required by external vendors.

  26. Perform such other relevant duties as assigned by the CFO and General Management.

  27. Attend/support Urban League events and fundraising functions.

  28. Maintain professional and technical knowledge by attending continuing educational workshops.

Requirements

QUALIFICATIONS:

  • Bachelor’s degree in human resources management and 2-3 years’ experience in the field of Human Resources required experience in lieu of education will be considered.

  • Experience with Paylocity strongly preferred.

  • Working knowledge of payroll and employee benefits administration functions preferred.

  • Working knowledge of federal and New York state employment and labor law compliance required, including but not limited to FLSA, FMLA, ADA, ADEA, Title VII, and sexual harassment regulations.

  • Ability to manage multiple projects simultaneously.

  • Ability to maintain confidentiality and exercise good judgment.

  • Strong interpersonal skills, including the ability to relate to, empathize with, and work cooperatively with internal staff and external clients.

  • Excellent organization and attention to detail.

  • Customer service oriented with the ability to tolerate and handle stressful situations in a calm and professional manner.

  • Articulate, with excellent written and verbal communication skills.

  • Competency with Microsoft Office, including Word, Excel, and PowerPoint.

Salary Description

$60,000 - $65,000 annually
