County of Montgomery Fiscal Grant Manager - Office of Housing and Community Development in Norristown, Pennsylvania

SUMMARY

This individual is responsible for the completion and maintenance of general ledgers and financial reporting for the Office of Housing and Community Development.   Individual will work under general supervision of the OHCD Fiscal/Budget Director and Fiscal Administrator; however will need to initiate a certain degree of creativity and latitude to meet all deliverables required under Federal and State grants.  Individual is responsible for established monitoring protocols to assure the quality and accuracy of reports required under all grant requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serves as the grant manager for the Office of Housing and Community Development;
  • Develops and maintain spreadsheets for fiscal data, including expenditures, budgetary controls and prepares reports related to the status of the grants; 
  • Maintains and updates department financial reports developed in conjunction with the Fiscal/Budget Director for budget monitoring, fiscal cost control and administrative expenses;  
  • Maintains the integrity and accuracy of the grant expenditures and receipts;
  • Monitors and maintains the completeness and accuracy of processing all invoices and semi-monthly payroll.  Ensures costs are accurately reported on the County's general ledger; 
  • Assists with close-out and year-end reports;
  • Assists Program Staff with sub-recipient contracting and on-site monitoring;
  • Cost and fund accounting practices are used to monitor the grant funding received by the Office in compliance with applicable County, State and Federal guidelines;
  • Ability to effectively access and use the County financial software package;
  • Promotes positive relations between the County Offices and sub-recipients through effective communication and prompt resolution of problems. Active communication between immediate supervisor, HHS fiscal staff and program administrators is maintained;
  • Completes special assignments and promotes teamwork. 

QUALIFICATION REQUIREMENTS

  • Bachelor's degree;         
  • 3-5 years' experience in grant management/accounting; 
  • Strong computer skills;  
  • Excellent organizational and analytical skills; 
  • Ability to work with minimal supervision while meeting all deadlines;
  • Ability to attend trainings and meetings in and out of State.
