Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $152,982-$173,000.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Family Court Legal Services is primarily responsible for representing The Administration for Children’s Services in child neglect and abuse cases, permanency hearings, juvenile delinquency hearings and other child welfare proceedings in the five NYC Family Courts. FCLS attorneys work collaboratively with ACS Child Protective Specialists (CPS), foster care agency case planners and other ACS staff and child welfare stakeholders to further the agency’s mission on behalf of children, youth and families.

The work of the Brooklyn FCLS Unit is litigation-focused and all FCLS Agency Attorney staff including supervisors and managers spend most of their time in court appearing before judges and referees on child neglect and abuse cases. When not in court, FCLS attorneys spend their time counseling Child Protective Specialists, preparing for trial or other hearings, contacting agency case-planners or Child Protective Specialists to ensure court orders are adhered to and generally engaging in all aspects of litigation.

The Deputy Borough Chief will be part of the Brooklyn borough’s management team and be involved with and responsible for the overall management of the borough’s law office. The duties and responsibilities of this position will include but not be limited to:

  • Provide direct supervision to attorneys of all levels

  • Screen cases for intake

  • Provide legal counsel to ACS program areas

  • Represent the agency in meetings and Family Court

  • Provide training to attorneys and case work staff

  • Consult with program area managers on case deferrals and settlements

  • Maintain a caseload that includes both pre-trial and post-trial cases

  • Provide on-site legal support to the borough-based Child Advocacy Centers as needed, which may include observing interviews and participating in multi-disciplinary meetings.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
