SMX is hiring a Foreign Disclosure Representative (FDR) to support our government client in Huntsville, AL.

In this role you will support a wide range of issues concerning various aspects of the release of U.S. Government Controlled Unclassified Information (CUI) and Classified Military Information (CMI) to foreign governments and international organizations to include support to security cooperation mission(s) and Foreign Military Sales (FMS) cases.

The Foreign Disclosure Representative supports a continuing disclosure program requiring coordination within the organization (Program and Project Managers, FMS, technical and security Subject Matter Experts). The FDR provides recommendations to the PEO/PMO on the impact of current foreign disclosure policies on execution of PEO/PMO missions.

Responsibilities for the Foreign Disclosure Representative include:

  • Maintains a continuing disclosure program requiring coordination within the organization Program and Project Managers, FMS, technical and security Subject Matter Experts)

  • Reviewing and staffing CUI and CMI requests in support PEO/PMO missions and programs.

  • Provides Sensitivity of Technology statements as required for Congressional Notifications

  • Prepares and manages Delegation of Disclosure Authority Letters (DDLs)

  • Responsible for staffing Foreign Visit Requests and documenting PMO approval or non-concurrence

  • Routinely coordinates disclosure requirements with the PEO Foreign Disclosure Officer

  • Provides guidance in handling information requests concerning specialized information, equipment, capabilities, working papers, and other subjects to support priorities for security cooperation and international operational capabilities

  • Responsible for project office briefings, technical/programmatic support, IPT coordination, and resolution of actions for the customer at Program Management Reviews and Program Working Groups

  • Facilitates technical disclosure review of information supporting PEO/PMO missions and programs

  • Ensures all documentation is reviewed and released appropriately in support of PM briefings and meetings

  • Performs other duties as assigned

Required Skills and Experience:

  • Clearance Required: Secret

  • A minimum of 5 years of experience

  • Ability to provide sound recommendations and judgments on new disclosure developments, plans, methods, and policy changes to supported organizations

  • Ability to use a wide range of concepts, principles, practices, and techniques necessary to analyze and resolve complex and difficult personnel and FMS issues that require the exercise of utmost diplomacy

  • Ability to communicate orally and in writing to document, present, defend, and justify findings and conclusions

  • Demonstrated ability to provide attention to detail and the ability to multitask in a fast moving environment

  • Must be able to obtain the Center for Development of Security Excellence (CDSE) Certificate of Training for U.S. Army FDO- Foreign Disclosure Officer Certification within 60 days

  • MS Office proficiency

Desired Qualifications:

  • Bachelor's or Master's degree

  • Previous experience supporting a US Army Project/Product Office

  • Previous experience in International Programs/Foreign Military Sales case management
