We seek a dynamic individual to join our Health Solutions Insights (HSI) Delivery Management Practice or our Human Services Systems & Technology practice who is a strategic thinker, a tactical actor, possesses technical savvy, is adept at managing complex client dynamics, and is passionate about leading large client projects and technical teams developing data-driven solutions. This client-facing leadership role involves owning the project delivery and managing the relationship between the customer and Mathematica for a given project/engagement. The technology organizations in Health and Human Services team partner with clients to achieve impactful outcomes and meaningful insights by applying data science, analytics, innovation, project execution, and enabling technologies.

Responsibilities:

  • Provide leadership to multidisciplinary teams in development and delivery of data-driven applications, interactive dashboards, data analytics, analytics and visualization products; and research and advisory. Includes operations and maintenance as well as innovating and enhancing clients' data systems, tools, resources and services.
  • Overall responsibility for successful delivery of large technology and data client projects with total contract value up to $50M; and leading large teams comprising of employees and multiple subcontract partners.
  • Manage complex client relationships and stakeholder expectations. Primary clients include research, program, or technology offices, up to and including executive leadership of federal agencies.
  • Effectively manage cost, schedule, scope and quality for large, complex technology and data projects with many parallel deliverables in progress at once. Evaluate project functions and processes and drive changes to meet project deliverables in a timely manner and within budget.
  • Define clear roles and responsibilities and ensure standards and best practices are followed.
  • Works to understand client programs and related system and data needs; develops solution options to address client needs; develops schedule and cost estimates; successfully delivers solutions that meet client needs.
  • Collaborate across internal technology, analytics, and advisory services teams.
  • Actively support the advancement of organizational diversity, equity, and inclusion efforts and apply diversity, equity, and inclusion lens across job responsibilities.
  • Interface with clients for 50% or more of your time, including in-person meetings. Lead more than one project concurrently.
  • Develop and grow talent on the team, including maintaining robust succession planning of all leadership roles.
  • Build sense of community among project team; creates a project environment with ability to attract and retain staff.
  • Ensure strong operational processes in place to support mission-critical, 24/7 systems with tens of thousands of users. Includes delivery and operations of help desk, training and technical assistance support to large, diverse user populations. Highly responsive to the needs of the client.
  • Apply excellent critical thinking and problem-solving abilities to mitigate project risk.
  • Contribute to the growth of the business through significant proposal and business development contributions with both existing and prospective clients. May include capture planning/design, content, budget staffing, successfully leading proposals, build relationships with subcontractors.
  • Foster a strong culture on projects that embody Mathematica’s cultural fundamentals.

Position Requirements:

  • Undergraduate degree in computer science, information systems, public health, analytics, operations management, or another related field.
  • 15+ years of progressive experience leading strategic projects implementing data platforms and applications, data analytics, and visualization solutions leveraging technologies/languages like AWS, Snowflake, RDBMS, Angular, Python, R, .NET, SAS, Tableau, Power BI, etc.
  • 7+ years of experience managing Federal data or technology projects including attaining Authority to Operate (ATO).
  • Strong knowledge of SDLC, Agile (Scrum/Kanban) and iterative development methodologies, standard and best practices for data analytics, application development, enterprise data platforms, etc.
  • Understanding of data architecture, data modeling, data analytics, visualization, application development, cloud engineering
  • Expert knowledge of project management fundamentals, including the ability to develop and implement accurate work plans, schedules, staffing plans, and budgets, in an Agile methodology.
  • Excellent communication skills with the ability to describe difficult technical problems and solutions to a non-technical audience, both internal and external (client) audiences.
  • Expert organizational skills and the ability to build consensus.
  • Experience building and leading large teams of both internal staff and external partners.
  • Experience with IT procurement including negotiating with software vendors. Familiar with federal government procurement processes.
  • Proven quantitative and analytical skills.
  • Knowledge of the Atlassian suite (Jira, Confluence).
  • Experience implementing systems that meet federal security and privacy requirements such as FedRAMP, NIST, HIPAA, etc.
  • Understanding of change management and matrix organizational management.
  • Proficiency with Microsoft Office Suite products.
  • Flexibility to travel to clients at least on a monthly cadence
  • Preferred: experience directing multi-million-dollar projects for federal government clients such as HHS.
  • Preferred: Project management certifications like PMP, Scrum Master, etc.

This position offers an anticipated annual base salary range of $140,000 - $190,000. This position is eligible for a discretionary bonus based on company and individual performance. To apply, please submit a cover letter, resume, location preference, and salary expectations.

Staff in our Health or Human Services units will eventually work with some of our largest clients, including the Centers for Medicaid & Medicare Services (CMS) and other agencies. Most staff working on these contracts will be required to complete a successful background investigation including the Questionnaire for Public Trust Position SF-85 (https://www.opm.gov/forms/pdf_fill/sf85p.pdf). Staff that are unable to successfully undergo the background investigation will need to be able to obtain work outside these contracts. Staff will work with their supervisor to get re-staffed, however if they are unable to do so it may result in employment termination due to lack of work.
