As a Program Planning & Scheduling Analyst, you have a unique opportunity to work with some of the most creative out-of-the-box people in the DoD industry. We help plan out all the facets (details) of a program with their respective relationships in order to successfully deliver everything on time and within budget according to the contract. It is an opportunity that keeps you on your toes because no two programs are the same, they are fluid. From one day to the next we may be helping prepare for IPMRs, challenging actual hours charged, claiming performance, gathering ETC updates, performing schedule health assessments, running what-if scenarios, working with CAMs defining work scope, determining the critical path, verifying the IMP / IMS meet all contractual requirements, etc... This role is open to a hybrid schedule

Responsibilities:

  • Responsible for the day-to-day tactical duties for assigned programs.

  • Oversees and coordinates the administrative/operational aspects of ongoing projects within the program guidelines set by the Program Manager and customer.

  • Serves as liaison between project management and planning, project team, and line management.

  • Reviews status of projects and budgets; manages schedules and prepares status reports.

  • Assesses project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.

  • Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and customers.

  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.

  • May conduct performance/project analyses during phase-down to benefit future/other projects, missions, and programs.

  • Develop, track and update schedules; facilitate resource leveling; validate remaining work; identify and resolve critical path conflicts; analyze impacts to schedule of any proposed changes.

  • Handling multiple projects at one time and must be able to prioritize tasks, integrate data, and be focused on achieving mission results.

  • Interface with various teams and must be able to coordinate schedule reviews and updates.

  • Coordinate routine integrated master schedule (IMS) meetings with Program, Operations, Engineering, Management as well as Customer Representatives

  • Use of Microsoft Office Suite of applications including MS Excel, Word, and Power Point for documentation of deliverables, technical reports, and presentations.

  • Recommend and develop schedule management solutions, processes and procedures to improve the reporting system.

Must-haves:

  • A Bachelor's degree in finance, accounting, economics, engineering, or a related field and 6 years or more of related work experience.

  • Higher education may substitute for relevant experience

  • Relevant experience may be considered in lieu of required education

  • Experience in Microsoft Project Professional

  • Effective problem solving skills

  • Effective multi-tasking skills to handle multiple impacts to the program plan simultaneously

  • Strong math skills and the ability to make precise calculations

  • Demonstrated proficiency in Microsoft Project and Microsoft Office Suite

  • Strong oral and written communication skills

  • Ability to pay close attention to detail

  • Ability to prioritize tasks, integrate data, and be focused on achieving mission results

  • Strong organizational and time management skills

  • Ability to coordinate schedules and operational activities efficiently

  • Ability to travel up to 10% annually

Preferred:

  • Program Planning and Production Scheduling Experience

  • Understanding and Experience with Critical Path Analysis

  • Understanding of Work Breakdown Structure (WBS) Development

  • Understanding of Event versus Product based schedules

  • Understanding of Integrated Master Plan (IMP) and Integrated Master Schedule (IMS)

  • Understand How to Decompose Work

  • Knowledge and Experience with Engineering Design Concepts

  • Knowledge and Experience with Schedule Health Analysis (ex: DCMA 14 pt Assessment)

  • Knowledge and Understanding of Schedule Performance

  • Resource Loading / Planning / Levelling

  • Knowledge and Experience Baselining Program Schedules

  • Knowledge and Understanding of IPMR DI-MGMT-81861

  • Knowledge and Understanding of MIL-STD-881-C and NDIA-IPMD-PASEG-v3

  • Knowledge and Experience with Earned Value Management Systems (EVMS)

  • Experience with Rolling Wave Planning

  • Experience with Baseline Change Control

  • Experience / Trained as a Control Account Manager (CAM)

  • Understanding and Experience with Different Contract Types

  • Ability to work across multiple software systems and comprehend system relationships

  • Ability to develop and conduct relevant stakeholder and learning sessions

  • Knowledge of COBRA a plus

Estimated Starting Salary: $82,867.92– $113,943.38
