This position is with Headquarters (HQ)/Directorate of the National Conservation Lands & Community Partnerships (HQ400), located in Grand Junction, CO. Responsibilities Develop administrative regulations or guidelines for the conduct of program operations or develop new criteria for measuring program accomplishment. Analyzes budget projections assessing validity of assumptions and consistency of estimates. May assist with planning, coordinating and developing budget proposals. Design and conduct comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine. Develop and propose solutions to management problems that are characterized by their breadth, importance and severity. Assesses complex management processes and systems for BLM-wide programs or very large segments of such programs. Evaluates the effectiveness of programs conducted through the BLM. May analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data Gathering and analytical techniques and systems evaluation methodology. Identifies and develops data required for use in the management and direction of programs. No assumptions will be made about your experience. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level. Specialized experience at this level is defined as: reading and interpreting access rights contained in easement deeds and patent reservations; database management including geodatabases, geographic information system principles and practices; performing organizational studies; following plans to develop and carry out project implementation; developing new ways to solve program implementation problems, guidelines for the field implementation of program objectives, and new criteria for measuring program accomplishments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
