Title:

Acquisition Program Support Engineer

KBR is seeking a highly qualified Acquisition Program Support Engineer to support our customer in Chantilly, VA to deliver mission-critical capabilities that enable the to plan and execute intelligence-gathering missions from overhead systems and process the resulting collected data into useful information distributed to IC and DoD users.

The Acquisition Program Support Engineer will be an advisor to support multiple aspects of government program acquisition efforts. The approach to acquiring those capabilities currently uses document-based system engineering. These approaches will evolve and modernize with advances in acquisition and system engineering approaches, techniques, and tools.

Specific responsibilities will include:

  • Writing the Statement of Work for an upcoming major system acquisition (MSA)

  • Defining proposal acceptance criteria, monitoring developer’s cost, schedule, and performance during execution, reviewing CDRLs, and providing innovative acquisition recommendations to solve challenging issues with the optimal courses of action

  • Overseeing Task Order execution on large IDIQs developing enterprise software and services and delivering platforms and frameworks

  • Advising Contracting Officer Technical Representative (COTR) on developer performance through cost, schedule, and performance analysis and evaluation

  • Translating Agile software development Solution Epics into system requirements and decomposing high-level artifacts into achievable program epics for developer release planning

  • Identifying risks and providing unique courses of action to solve complex technical problems

  • Reviewing contractor submissions for technical accuracy and providing government personnel detailed critical analysis

Required Qualifications:

  • Active TS/SCI with CI Polygraph

  • BS/BA 10 to 12 years, or MS/MA 8 to 10 years, or PhD 5 to 7 years

  • More than five years of experience in Systems Engineering Technical Assistance (SETA), with focus on acquisition support (structure of contracts, execution of task orders and IDIQ contracts, the government competitive acquisition process)

  • Familiarity with SIGINT compliance standards and associated training requirements

  • Must possess and be able to maintain an active TS/SCI with CI Poly

  • Experience with Systems Engineering processes across the software development life cycle

Desired Qualifications:

  • Familiarity with National Reconnaissance Office and Ground Enterprise programs including EDAP

  • Experience with DoD/IC acquisitions, including source selection on Major System Acquisition (MSA)

  • Familiarity using Confluence, JIRA, Atlassian commercial tools

  • Experience or training with Scaled Agile Framework (SAFe) agile methodologies

  • Experience with Department of Defense Architecture Framework (DoDAF) or Unified Architecture Framework (UAF)

  • Experience/certifications in /Systems Modeling Language (SysML)

    Basic Compensation:

    123,200.00 - 184,800.00 USD Annual

    The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity .

    Additional Compensation:

    KBR may offer bonuses, commissions , or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance .
