The Opportunity

As a Subcontracts Manager , you will supervise a team of 4 subcontract administrators in support of Abt’s domestic services portfolio. The Subcontracts Manager advises, counsels and strategizes with internal stakeholders on procurement issues in support of Company business operations. You will also manage a portfolio that will include the full procurement life cycle of subcontractor services by supporting new business development initiatives, negotiating non-disclosure and teaming agreements, guiding technical staff through pre-award subcontracts solicitation activities, reviewing and critiquing statements of work, evaluating subcontractor proposals, conducting negotiations, awarding subcontracts, managing subcontractor performance, and ultimately subcontract closeout. You will maintain responsibility for developing, negotiating, and administering highly complex and relatively high-risk subcontracts and other agreement types, ensuring compliance on cost, schedule, legal and performance aspects. The Subcontracts Manager also ensures compliance with procurement policies, subcontracts guidelines, client or donor requirements and applicable procedures, and develops intellectual capital and train internal clients on subcontracts-related issues.

Core Responsibilities

  • Manage and mentor a team of subcontract administrators (SCA). Assign and monitor SCA workloads to ensure efficient and effective execution.

  • Develop, negotiate, and administer subcontracts, joint ventures, teaming agreements, and other agreements of higher dollar value and/or risk.

  • Develops and delivers training to internal staff on federal regulations that affect buy-side agreements.

  • Implements and ensures compliance with full and open competition requirements to the maximum extent possible on all subcontract procurements.

  • Review terms and conditions revisions proposed by subcontractors, incorporate Company preferred contractual positions, and secures required approvals prior to execution of documents. Drafts awards using approved templates and administers resulting subcontracts. Negotiates changes within prescribed delegation of authority.

  • Actively involved in any subcontract related audits including CPSR and Small Business Audits

  • Coordinates with other team members throughout the Company for consistency in approach and review of all subcontracts. Supports other team members in required Government reporting activities, as applicable.

  • Maintains current knowledge of relevant subcontract procedures and practices.

  • Ensures all agreements are written/documented and establishes proper files to support audits in a CPSR-compliant environment

What We Value

  • Bachelor’s degree + 9 years of experience, Master’s degree + 3 years of experience, or PhD plus 4 years of experience.

  • Working knowledge of Oracle ERP system, applications, and processes preffered

  • Experience with Unison Contract Lifecycle Management or other Contract Lifecycle management applications preferred

  • Experience with eSignature applications (e.g. Certinal, DocuSign, Adobe Sign, Conga) preffered

  • Previous experience with DHHS, CMS and CDC contracting preffered

  • Has solid background and understanding pertinent acquisition and assistance regulations and practices, including the FAR, 2CFR200, and agency specific regulations.

  • Experience conducting subcontracts and procurement activities with the framework of an DCMA approved purchasing system (CPSR) environment

  • Experience managing a team of subcontract administrators as well as maintaining a subcontracts portfolio

  • Excellent communication skills (verbal, written, and presentation) ·

  • Demonstrated sense of urgency

  • Ability to manage conflicting priorities in fast paced environment

This position offers an anticipated annual base salary range of approximately $95,000 to $152,000, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
