JOB SUMMARY:

Under the direction of the Human Resources Manager provides a variety of technical and administrative duties involved in the implementation of Human Resources programs; and provides information and assistance to City staff and the public.

MINIMUM QUALIFICATIONS:

  • Four years of progressively responsible clerical experience, one of which was in a human resource environment and additional training or specialized courses equivalent to a two-year degree in business or related.
  • Proficient in current state of the art computer applications and software, including spreadsheets, databases, and specialized human resources software.
  • An equivalent combination of education and appropriate experience may be substituted.

SPECIAL REQUIREMENTS:

  • Residency within sixty miles of the corporate limits of the City of Douglas, within the United States, required within a reasonable time after hire date.

ESSENTIAL FUNCTIONS: (Any one position may not include all of the duties listed, nor do the listed examples include all tasks which may be found in positions of this class.)

Provides pre-employment information to prospective job applicants to explain minimum requirements, job characteristics, examination procedures, and references policies, rules and regulations.

Assist in the recruitment process and maintains the applicant tracking software system; creates job announcement bulletins and places advertisements in newspapers, other publications and on website; maintain eligibility and employee reinstatement lists.

Assist in selection process; arranges interview panels between applicants and department managers; schedules applicant testing; administers, monitors, scores and records tests; schedules new employee physical exams; confirms starting dates with employee and supervisor.

Prepares and processes personnel documents related to hiring, promotions, salary adjustments, retirements and terminations; opens and closes employees files in computer system; tracks and inputs employee status changes.

Conducts prospect employee and volunteer backgrounds (processes fingerprint cards, contacts references and past/current employers)

Conducts new employee/volunteer orientations; explains fringe benefits programs; enrolls employees in retirement, medical, dental and life insurance and other benefit programs, as appropriate; completes enrollment forms; cancels employee enrollment as requested.

Provides administrative support for Human Resources/Risk Management staff.

Verifies and submits personnel actions to ensure conformance with rules and procedures to HR Manager for processing approval.

Assists in the implementation of the Drug & Alcohol Random Testing program.

Responds to inquiries from employees regarding pay, benefits or routine day to day functions.

Acts as liaison between insurance representatives/brokers and employees.

Processes insurance changes and requests as submitted by employees and allowed by the regulations.

Responds to inquiries regarding former employees, current employees as well as credit inquiries.

Collects, tabulates, analyzes, and prepares a variety of human resource surveys and reports.

Maintains personnel records.

Tabulates change of status salaries adjustments for all city personnel for the HR Managers review.

Generates longevity premiums for payroll processing.

Reminds supervisors when performance evaluations are due and logs evaluations as they are turned.

Maintains general office filing while following records retention regulations.

Maintains logs and tracking systems for recruitment, employee evaluations, employee benefits, retirement and benefits eligibility, and other personnel functions.

Composes let ers, reports, correspondence, etc., as required.

Assists in maintaining industrial injury tracking and reporting system and coordinating with payroll.

Assists in establishing an agenda and compiling materials for Safety Committee.

Assists in Citys loss control program by tracking claims, preparing OSHA logs, and coordinating restitution of court related cases.

May take initial information from citizens regarding property damage and bodily injury.

Provides excellent customer services to both internal and external customers.

Performs special projects.

Maintains the integrity, professionalism, values, and goals of the City by assuring that all policies, rules and regulations are followed and that accountability and public trust are preserved.

Supports the relationship between the City and the constituent population by demonstrating courteous and cooperative behavior when interacting with residents, visitors and City staff; enthusiastically promotes the Citys goals and priorities in compliance with all policies and procedures.
