Health Policy Director, Pharmacy Benefit Management

Location: This position will work a hybrid model (remote and office). The ideal candidate will live within 50 miles of one of our Elevance Health PulsePoint locations.

The Health Policy Director, PBM is responsible for maintaining a portfolio of public policy issues facing the company and leading related activities.

How You Will Make an Impact:

  • Independently manages a portfolio of public policy issues focused on PBM and pharmacy. As part of this work, the Health Policy Director will work with internal leadership and subject matter experts to develop public policy analysis and recommendations in support of enterprise goals and objectives.

  • Leads related public policy activities including:

  • Develops positions that support enterprise objectives, ensures availability of persuasive advocacy materials, coordinates related activities, and facilitates the flow of information between impacted areas.

  • Develops proactive policy agendas at the state level related to public policy issues covered in the portfolio.

  • Reviews regulatory alerts and ensures Regulatory Affairs and the Mandates organization have timely background policy and legislative information needed to move forward on the implementation of key legislation or regulations.

  • Monitors, evaluates, and tracks proposed legislation and regulations to identify moderately complex public policy issues, assess the impact on the business, and develop recommendations and/or solutions.

  • Partners with business leaders and State/Federal Government Affairs areas to achieve business goals, including growth initiatives.

  • Participates in workgroups hosted by external industry/trade groups to identify public policy issues impacting the company and to influence their positions, tactics, and strategies to more effectively support enterprise goals.

  • Serves as a resource to Elevance Health associates.

Minimum Requirements:

Requires a BA/BS in a related field; a minimum of 8 years of experience in health policy development; or any combination of education and experience which would provide an equivalent background.

Preferred Skills, Capabilities and Experiences:

  • Advanced degree in public policy, public health, economics, statistics, law, PharmD, or a related field preferred.

  • Experience working with AHIP, BCBSA, Pharmaceutical Care Management Association, the National Association of Specialty Pharmacy (NASP) and State Boards of Pharmacy, preferred.

  • Knowledge of current policy issues impacting the business and industry, preferred.

  • Direct experience working on issues impacting pharmacies including, but not limited to drug rebates, spread pricing, accumulator programs, Scope of Practice, Any Willing Pharmacies, Pharmacy Audits, Pharmacy Steering, State Boards of Pharmacy, and URAC Accreditation, preferred.

  • Experience analyzing and developing clear, concise communications addressing policy proposals, legislation, and regulation, preferred.

  • Knowledge of government programs, including Medicare and 340B, preferred.

  • Strong analytical and communication skills, including the ability to translate complex ideas into understandable and compelling written and verbal communications, preferred.

  • Experience engaging with state or federal regulatory agencies, preferred.

  • Strong interpersonal skills and ability to work in a fast-paced team environment focused on collaboration and achieving consensus in support of collective priorities and goals, preferred.

  • Detail-oriented, well-organized, self-motivated, and capable of managing multiple policy issues and projects simultaneously, preferred.
