We are looking for a senior contracts expert to manage and execute federal contracts for our various military bases. /Apply now for immediate consideration! / _ *Primary Role_ * Leads the administration and management of contracts between the company and the federal government. * Interfaces with the Defense Logistics Agency (DLA) and Army Mission Installation Contracting Command (MICC) to transact routine contracting actions and work the resolution of complex contracting actions. * Leads MSG growth efforts, within both Utilities Privatization and other federal business development areas, as assigned. Growth responsibilities include reviewing solicitation documentation, evaluating solicitation requirements and conditions, providing strategic input into contract negotiations and written submittals, and leading overall proposal efforts in assigned areas. * Partners with senior operational management in dealing with federal contracting issues across MSG’s existing contract portfolio, including providing research and input on contract requirements, Federal Acquisition Regulations, and contract compliance, and develop strategic solutions to complex federal contracting issues. * Manages the development and sustainment of a federal contracts administration system that is maintained in accordance with all federal contracting laws and regulations. _ Key Accountabilities_ * Interface with internal and external stakeholders to negotiate, review and process federal contract modifications, and process routine and non-routine federal contract transactions, across MSG’s existing contract portfolio. * Partner with senior operational management and business leadership to develop strategic positions with regards to complex or unique federal contract issues, supported by in-depth technical research, knowledge of Federal Acquisition Regulations, and federal contracting compliance subject-matter expertise. * Lead negotiations with the federal government on complex contracting issues. * Leads the development and management of the company’s federal contract administration system in accordance with applicable laws and best practices. * Provide strategic leadership in the support to business growth activities within MSG, across various areas of the US federal government. Responsibilities include reviewing solicitation documentation, evaluating solicitation requirements and conditions, developing bid-to-win strategies, providing strategic input into contract negotiations and written submittals/proposals, and coordinating proposal development and submission on assigned opportunities. * Working with the Director, Regulatory Compliance, ensure the company is maintaining full compliance with all federal contracting laws and regulations, in accordance with MSG’s Federal Compliance System. * Periodically monitor and audit various compliance program elements. Lead the implementation of systems, processes and controls to ensure a robust and sustainable compliance program is in place. * Develop and provide training to company employees on compliance topics as a trusted subject matter expert. _ Knowledge/Skills_ * Familiarity with DoD’s Utility Privatization program specifically, and government contracting generally. * Strong knowledge of Federal Acquisition Regulations and Defense Federal Acquisition Regulations. * Ability to work and thrive in multi-disciplinary teams. * Ability to lead change in business process across multi-functional teams * Excellent written, proof-reading, and verbal communication skills. * Ability to build productive working relationships with customers and employees.
