    SCOPE AND PURPOSE OF POSITION:

    Responsible for assisting in the leadership and direction of a comprehensive Human Resource department that supports 60 full and part-time staff within Buffalo Area Services (BAS). Primary responsibility for ensuring staffing objectives including reporting requirements are done in a timely and efficient manner. Responsible for ensuring positive employee engagement through employee development, recognition, employee events and programs.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintain the highest level of confidentiality pertaining to all personnel information.

  • Work with administration and program directors and follow established policies and procedures, develop hiring plans and tools needed for open and or new positions.

  • Update and maintain documents, such as job descriptions and forms as needed.

  • Recommend new procedures to improve processes and ensure compliance with all HR regulations.

  • Establish and maintain relationships to build diverse and efficient applicant sources.

  • Represent the organization in a positive manner providing organizational information, opportunities available and appropriate pay and benefits information.

  • Attract a diverse and qualified applicant pool by posting positions to BAS website, job boards, and social media sites.

  • Create and post advertisements for positions.

  • Track and review applicant activity and documents in a timely manner.

  • Communicate with direct supervision to ensure progress in recruitment activity.

  • Conduct all BAS prospective staff background screening, including volunteers for Corps and Red Kettle Campaign.

  • Ensure integrity of the hiring process by monitoring the consistency of information provided to applicants, evaluation of applicant education, experience and skills in relation to job qualifications, interview questions, etc.

  • Communicate, recommend and acquire necessary approvals throughout the hiring process in relationship to background check process, salary recommendations, start dates, etc.

  • Ensure compliance with all internal and external hiring requirements and procedures including documentation and appropriate timing.

  • Coordinate processing materials for Command Finance Council (CFC) to ensure timely review, approval, and processing. Track weekly items and approvals.

  • Complete the annual EEO-1 report for submission to the Divisional HR Director.

  • Serve as point of contact for employee related conduct issues and complaints of harassment or any violations of territorial or divisional, employment related policies. Conducts investigations to resolve issues working closely with the Director of Operations and BAS Commanding Officers.

  • Review and approve annual performance evaluations. Track completion and compile all related documents to be sent to DHQ HR.

  • Assign required training from the JJ Keller training system. This may include 12 Passenger Van Training, Active Shooter Training and others as required. Track employee completion of mandatory annual Sexual Harassment training and report out status to BAS leadership and DHQ HR.

  • Integral team member in HRIS transitions and updates to include data validation, testing and trouble shoot BAS user issues. Update HRIS with timely, employment change data.

  • Review and audit all HR documents to ensure employee files are complete.

  • Update job knowledge on a regular basis by participating in educational opportunities, participating in professional organizations, etc.

  • Assist in developing and coordinating the on-boarding process with the Director of Operations to ensure a welcoming and engaging introduction to the organization.

  • Participate in new employee orientation ensuring the content and documents provided are updated and maintained.

  • Oversee management of employee timecards, benefit time, deductions, etc.. working with Divisional Payroll Clerk to ensure accuracy.

  • Produce and analyze hiring and retention data as needed to ensure agreed-upon metrics are being met.

  • Run reports from payroll system to provide needed information to Grant Writer and Controller.

  • Gather and input BAS program statistical information into NSS database and assist with preparing statistical reports from database

  • Coordinate all arrangements for employee milestones including anniversaries, farewells, and special recognitions.

  • Maintain employee schedule calendar noting vacations, personal time, etc.

  • Assist with all Human Resource functions as needed in order to ensure the timely and efficient delivery of services to all external and internal customers.

  • Assist with internal training programs as well as annual events (Christmas activities, Open Health Enrollment, United Way, Kettle Campaign).

  • Schedule and coordinate details for monthly employee staff meetings.

  • Demonstrate cultural competence and support The Salvation Army’s strategic objectives.

  • Maintain Employee Manuals and employment forms, making sure they are regularly updated, current and accurate

  • Monitor and coordinate annual organizational records retention and file purging schedule.

  • Provide administrative assistance and support to BAS leadership as needed.

Qualifications

SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS.

  • Strong customer service orientation.

  • Recruitment and interviewing skills.

  • Knowledge and ability to produce spreadsheets and documents in Excel and Word.

  • Knowledge of iCIMS (Internet Collaborative Information Management Systems) recruiting software preferred. Knowledge and experience with Affirmative Action Plan (AAP) requirements and reporting.

  • SHRM or HRCI certification preferred.

  • Strong skills in organization, written and oral communications are required. Attention to detail a must.

  • Ability to interpret policies and technical and detailed guidelines.

  • Must be able to juggle shifting priorities.

  • Valid driver’s license with no major restriction and which must be acceptable to our insurance carrier.
