Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

The Homelessness Resolution Navigator will be stationed at the Adams County Government Center in the Department of Community Safety & Well-being (CSWB) but will work substantial time in the field. The Navigator will provide comprehensive outreach and navigation services to persons experiencing unsheltered homelessness in unincorporated Adams County as well as support to underserved and understaffed municipalities. Services provided include but are not limited to, crisis intervention, distribution of survival gear (socks, food, hygiene supplies, gloves, sleeping bags, etc.), emergency shelter referrals, behavioral and medical referrals, transportation assistance, and other service linkage all for the purpose of stabilizing clients to transition them to stable, permanent housing. The Navigator will work as part of a larger interagency team to coordinate homelessness reduction through our goal areas: homelessness prevention, homelessness services, and strengthening the housing continuum. The Navigator will balance being an approachable and relatable support for people experiencing homelessness while being a confident and professional source of information for decision-makers. The Navigator will also be tasked with providing a voice and perspective in the county's efforts towards achieving safe and equitable solutions for people living in poverty. The Navigator is open to individuals who have lived experience in the criminal justice system, with homelessness and poverty, behavioral health concerns, and/or intersectionality. The Navigator will be eligible to receive their Peer Support Specialist Certificate through the Colorado Mental Health Network upon completion of training hours and the exam.

This position is grant funded through the Transformational Homelessness Response Grant and will end on September 31, 2026.

Examples of Duties for Success

  • Act as a subject matter expert in navigating resources on behalf of low-income and underserved populations such as people experiencing homelessness.

  • Help residents navigate employment, benefits, and housing systems by coaching them to complete the necessary forms, applications, and paperwork.

  • Build relationships with residents and empower them to take the steps to end their homelessness.

  • Ability to discern when to refer a client to other services when their request is not within our scope.

  • Work collaboratively with service providers in Adams County to provide optimum coordination, communication, and continuity of services to persons who are experiencing homelessness.

  • Manage drop-in hours for people experiencing homelessness and/or other navigators to pick up street outreach gear like sleeping bags, tents, gloves, hats, and hand warmers.

  • Demonstrate ability to plan, organize, schedule, and supervise varied activities within general policies and budgetary limitations.

  • Demonstrate exceptional organizational skills and an ability to manage projects simultaneously.

  • Advocate for the needs of individual residents, as well as systemic change, for the overall benefit of persons experiencing homelessness.

  • Work closely with community members and partners to capture feedback about issues that may be getting overlooked by local government.

  • Use evidence-based best practices like low-barrier services, trauma-informed care, harm reduction, progressive engagement, de-escalation, triage, housing first, and strengths-based approaches.

  • Respond to constituent, interdepartmental, and commissioner requests for outreach to encampments or other known hotspots and report the outcome(s) in a timely manner.

  • Facilitates, organizes, participates, and evaluates activities on behalf of the Adams County Street Outreach Network.

  • Directly support criminal, social, economic, and racial justice partnerships.

  • Contribute to projects, programs, and proposals as needed to build a better social support system for people experiencing homelessness.

  • Serve as a central point of contact for people experiencing homelessness in unincorporated areas of Adams County.

  • Support underserved and understaffed municipalities in homelessness reduction as needed.

  • Demonstrate integrity and build trust through credibility, reliability, commitment, loyalty, and ethical behavior.

  • Exhibit problem-solving skills leading to sound judgment and quality decisions.

  • Address difficult or contentious issues in a constructive manner.

  • Ability to shift into crisis response mode and distribute hotel vouchers on extremely cold nights.

  • Must be able to enter data into the Homelessness Management Information System and record case notes with a high level of accuracy.

Qualifications for Success

This position requires you to have lived experience through one of the following areas: incarceration, substance abuse, behavioral health concern, poverty or homelessness, and/or intersectionality.

  • Lived experience in the Denver Metro Area preferred. Actively pursuing wellness, recovery and/or resiliency.

  • Passion for serving people experiencing homelessness.

  • Organizational and communication skills, professionalism, and the ability to quickly adapt to change.

  • Ability to work independently to achieve team goals.

  • Strong interpersonal skills and the ability to provide culturally relevant support to people from all walks of life.

  • Ability to adhere to county policies and procedures while being creative in seeking solutions for people experiencing homelessness.

  • Commitment to serving individuals while also learning about the big picture of homelessness and housing systems.

  • Ability to keep personally identifiable information secure and confidential and discern when to encrypt information.

  • Ability to work outside in adverse weather conditions when necessary.

  • Ability to engage in light physical labor including walking to and from encampments and organizing and lifting supplies up to 30 pounds,

  • Willingness to approach strangers in tents, RVs, vehicles, and on the streets and build trust.

  • Ability to prioritize tasks and cases to know when and where to focus energy.

  • Effective time management and an ability to balance administrative and field work with equal importance.

  • Ability to establish and maintain effective working relationships with county employees, other agencies, and the public.

  • Ability to uphold and model professional boundaries with colleagues and residents.

  • Demonstrate accountability for work and take ownership in job performance.

  • Demonstrate a team-based mentality and a willingness to assist coworkers when necessary.

  • Commitment to stigma-reduction for people experiencing or at risk of homelessness.

  • Desire to pursue personal and professional development opportunities which may include the Peer Support Specialist Certification.

  • Maintains regular and punctual attendance.

  • Value diversity; demonstrate an awareness of differences; demonstrate sensitivity and adapt behaviors and communication to accommodate these differences.

Academic Experience:

  • None required.

  • Up to one (1) year towards combined experience for earned credits in higher education on a semester* basis of full-time enrollment.

  • *One semester equals six (6) months; two (2) semesters equal one (1) year. Transcript required.

License or Certificate: Possession of, or ability to obtain, a valid Colorado driver's license within thirty (30) days of hire date.
