Job/Position DescriptionThe Data Analyst V performs highly complex (senior level) data analysis, data research, database management, and application development assignments for the Data Management Unit within Information and Data Management Division, Office of Data, Analytics, and Performance (ODAP). Detects data trends and anomalies and provides HHSC programs and executive management with information necessary to make data-informed management decisions and explores potential program efficiencies. Work involves conducting detailed analysis of data sets, performing data needs assessment, data acquisition, cleaning and standardization, extraction, transformation and loading into database systems; designing, coding, testing, implementing and maintaining computer applications to increase efficiency through the automation of routine tasks. Mentors ODAP staff in the use of compiled datasets. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job FunctionsEJF #1: Conducts detailed analysis of data sets to extract insights and detect trends. Performs data needs assessments, acquisition, cleaning, and standardization. Leads extraction, transformation, and loading processes into database systems. Designs, codes, tests, implements, and maintains computer applications to increase efficiency. EJF #2: Consults, collaborates, and coordinates with HHSC IT, Texas Shared Technology Services, and data trading partners to maintain and troubleshoot computer applications and data management processes. Initiates and coordinates projects to refresh and upgrade database software and server operating systems. Ensures server and database configurations are updated to maintain connectivity with HHSC systems and data trading partners. Provides triage support for applications and databases to resolve functional and performance issues.EJF #3: Consult with ODAP staff to identify programmatic and business needs. Conducts data needs assessments. Plans, designs, and develops data systems to meet ODAP data needs. Consults and coordinates with ODAP and other HHSC staff to identify potential areas for increased efficiencies and data flow automation. Conducts data profiling and data analysis to identify data quality issues and recommend improvements. Develops project plans, objectives, and timelines and executes them. Identifies and incorporates innovative solutions to streamline workflows and processes.EJF #4: Prepares and reviews a variety of written, oral, and graphical deliverables containing analyses of Health and Human Services data to detect data trends, outliers, and anomalies, and provides HHSC programs and leadership with information necessary to make informed decisions on streamlining workflows and processes, modification of existing data models, and recommendations on the enhancement of database system architecture. Develops and maintains data quality and data governance processes to ensure accuracy, consistency, and integrity of data in the warehouses.EJF # 5: Trains DAP staff on ODAP Data Repository (ODAP DR) and Quality Assurance and Improvement (QAI) Datamart applications and systems. Identifies areas for learning and development and participates in training programs available to HHSC and DAP staff members.
