Primary Location: 201 E 14th Street, Austin, TX 78701 Full-time position: 40 hours per week, Monday - Friday 8am-5pm Hiring Rate: $62,004.00 - $90,000.00 annually Salary Plan: B-24 Job Class (Code): Contract Specialist V (1986) Job Posting: April 29, 2024 - until filled OVERVIEW The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include: maintenance of the Governor's Mansion, operating the Bullock Texas State History Museum and the Texas State Cemetery. We provide educational programs centered on Texas history, government and culture. These services benefit the citizens of Texas and its visitors. ROLE In this role, the individual will perform highly advanced (senior-level) solicitation and contract development work for procurements over $1 million. This involves drafting, coordinating, developing, and evaluating a range of solicitation/procurements on topics including architecture, construction and facilities preservation. Providing technical assistance to programs with procurement policies and procedures and developing and evaluating solicitations. Drafting and preparing solicitation/contract documents including Statement Of Work (SOW), minimum qualifications, selection procedures, bid evaluation, and final agreements. This is an opportunity to work under minimal direction from the Director of Administration with extensive latitude using problem solving skills, initiative and independent judgment. The ideal candidate will have the ability to highlight their strengths and experience in the following areas: Works collaboratively with agency staff to develop solicitations and contract specifications, and ensure all specifications are sound and comply with contracting regulations, policies and procedures. Advises agency customers on procurement processes and methods, evaluates customer requirements, assists with drafting and reviewing specifications. Oversees or prepares the scope of work, specifications, and terms and conditions for new contracts and renewals. Coordinates, reviews, and develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders. Prepares and distributes bid invitations to vendors, reviews submitted proposals for compliance, leads negotiations, and awards contracts. Reviews all related documents and forms submitted by vendors to ensure compliance, accuracy and completion, completes procurement checklists, and maintains well-organized files. Prepares and distributes contracting and procurement-related reports, including all required HUB reports and Contract reports required by the Legislative Budget Board (LBB). May monitor contract performance and compliance with terms of contract and escalates concerns. Monitors legal and regulatory requirements pertaining to contracting. Performs other purchasing and contracting duties as assigned. Knowledge, Skills and Abilities Knowledge of State of Texas procurement laws, regulations, rules, policies, and procedures. Knowledge of laws governing state purchasing and Historically Underutilized Business program participation. Knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, and technical specifications. Skill in communication verbally and in writing, applying sound judgment and effective interpersonal skills. REQUIRED EXPERIENCE and TRAINING Contract Specialist V: Eight (8) years of experience drafting and developing solicitations, scope of work, and specifications for new contracts and evaluating and awarding contracts. Eight (8) years of experience purchasing and procuring goods and services. Must currently possess a Certified Texas Contract Developer (CTCD) or achieve the certification in the first six months of employment. EDUCATION Graduation from an accredited four (4) year college or university with course work in business, public administration, accounting, management or related field. Related experience may be substituted for the education on a year-for-year basis. PREFERRED EXPERIENCE Contract Specialist V Texas State Agency experience with procurements and contracting. Experience with CAPPS Financials, USAS or similar state government financial systems related to procurement activities. Experience with major maintenance, renovation and construction contracts. COMPUTER SKILLS Proficiency in the use of a computer and applicable software necessary to perform work assignments, word processing, and spreadsheets (Microsoft Office preferred). OTHER REQUIREMENTS Regular and punctual attendance and candidate submit to a Criminal background check.
