Overview

TISTAScience and Technology Corporation is seeking a Program Manager to join our growing team!

The Program Manager shall be responsible for organizing, directing, and managing all aspects of contract support functions involving multiple complex and inter-related project tasks that often require leading various teams of contractor and sub-contractor personnel at multiple locations. Provide overall direction for program activities. Manage and maintain contractor relationships at all levels, including senior levels. This person shall possess the end-to-end vision, knowledge, skills, and ability to plan, conduct, direct and supervise the technical work to be completed within this SOW, CMS business needs and is in compliance with both Federal and CMS programs, policies and procedures.

Responsibilities

  • As a program manager, you will be responsible for overseeing and coordinating various projects within a program. Your role involves strategic planning financial management and ensuring successful projects execution.

  • Business Planning – The Program Manager shall oversee that client's mission, vision, goals, and business objectives are being considered, aligned and planned for accordingly. Support to both the CMS COR and CMS Business Owner shall be effectively coordinated with the contract team throughout the course of the project

  • Project execution – In addition to planning the technical requirements, the Program Manager shall oversee and assure the proper execution of the design into a working solution. The Program Manager consistently oversees the processes to verify that the design is developed, reviewed and documented to meet the CMS Technical Reference Architecture standards, CMS SDLC/XLC methodologies, Technical Review Board gate reviews and any required CMS governance procedures and policies.

  • Team Synergy – The Program Manager shall manage a team of diverse individuals with technical and business experience, fostering cooperation and managing expectations in a way to promote TISTA core values.

  • Financial Planning – In accordance with FAR requirements the Program Manager will work with program leadership and financial analysts to articulate changes to the budget, forecast, and actuals, including subcontractor management.

Qualifications

  • Minimum knowledge, skills, and ability to administer and manage all the technical requirements listed in the SOW

  • 10 years’ experience in the oversight and leadership of all facets of large scale testing and operations

  • 5 years’ experience managing large teams, implementing improvement plans, and monitoring PWS objectives using quality and KPI data.

  • Knowledge and experience with feasibility, assessing, identifying and recommending business stakeholders' data requirements; solution prototyping and development; and the impact of data changes on business and/or IT processes

  • Knowledge and experience with prioritizing, preparing, and implementing testing strategies, including white box testing, and end to end black box testing

  • Keen awareness of CMS-approved SDLC methodologies, IT Infrastructure frameworks, operating environments, infrastructure toolsets, and governmental compliance regulations (ex: FISMA, 508, and other IT mandates)

    Education/Certification:

  • Undergraduate or masters level degree in an IT and/or management related field

  • PMP Certification (preferred)

  • Relevant technical certifications desired (Agile or SAFe )

  • The pay for this position ranges from $85,730 to $125,500

  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location
